Nature of Work Technical responsibility for performing building inspections to enforce compliance with either building, mechanical, electrical, plumbing, fire, municipal codes and regulations. Work is performed under the general direction of the Building Official.
Essential Functions of Work - Examines assigned building projects including all types of residential, commercial or industrial structures to determine compliance with code requirements and related city regulations;
- Reviews and evaluates proposed building plans, specifications and related documents to ensure that construction complies with building, electrical, plumbing, mechanical, and energy codes, and with fire, environmental, flood hazard, barrier free requirements, regulations or ordinances;
- Maintains accurate documentation of the review, permit approval and inspection process;
- Investigates complaints of alleged unsafe building conditions and other violations and processes cases strictly in conformance with city policies and procedures.
- Recommends changes to existing inspection methods and amendments to current safety standards and codes to improve efficiency and update regulatory requirements.
Education and Experience - A high school diploma or equivalent.
- Five years of experience in construction or related field.
NECESSARY SPECIAL QUALIFICATIONS - Must obtain ICC Commercial Building Inspector and Residential Building Inspector certifications within six months of employment.
- Must obtain ICC Plans Examiner certification within twelve months of employment.
- Employee must possess or have the ability to obtain valid Montana driver's license.
- Employee must have the ability obtain additional International Code Council (ICC) certifications as needed.
Requirements of Work - Thorough knowledge of or ability to reasonably learn all applicable Federal, State and local codes, rules, and regulations, including the Uniform Plumbing Code, National Electrical Code and International Codes for Building, Mechanical, Existing Building, Energy Conservation and Fuel Gas;
- Thorough knowledge of principles and techniques of modern building construction;
- Thorough knowledge of construction materials and their correct installation methods;
- Thorough knowledge of basic math principles;
- Ability to obtain and maintain required certifications;
- Ability to deal with a wide range of persons, including situations in which individuals may be upset over some issue involved with City activities and policies;
- Ability to instruct project owners, designers, and contractors in methods they need to employ to meet code requirements;
- Ability to plan and manage area of responsibility to aid the public in the efficient compliance of the adopted municipal and construction codes to avoid time delays and associated costs;
- Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;
- Ability to understand and follow oral and/or written policies, procedures and instructions;
- Ability to prepare and present accurate and reliable reports containing findings and recommendations;
- Ability to operate, or quickly learn to operate, a personal computer or other devices using standard or customized software applications appropriate to assigned tasks;
- Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
- Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.

SUPERVISORY RESPONSIBILITY This position does not supervise staff.
WORK ENVIRONMENT Work is performed in a variety of environments including tight spaces, on roof tops, outdoors, noisy, dusty, damp, and on ladders.
PHYSICAL DEMANDS While performing the duties of this job, the employee is frequently required to stand, walk, sit, bend, crawl, twist, reach, ride and perform similar body movements. Must have the ability to perform medium physical work and to lift and carry up to 50 pounds at a time; the possession of hand/eye coordination sufficient to operate a computer and a motor vehicle; the ability to talkand hear in person or by telephone; and the ability to see and read instructions and reports.
EXPECTED HOURS OF WORK The work schedule is a 40-hour work week. Work is typically performed Monday through Friday. This position is a non-exempt and eligible for overtime. Any overtime must be authorized prior to working.
TRAVEL Travel is primarily local during the business day. Occasional travel may be required to attend off-site training and educational opportunities.
