Job Duties The Virginia Department of Environmental Quality, Office of Information Services is seeking a qualified Database and Analytics Manager. This leadership role is responsible for overseeing and managing a team of highly technical Oracle and SQL Server DBAs, GIS, and analytics (R/Tableau) administrators and technical specialists. In this position, you will collaborate with agency business and data owners, develop, and execute project and operations plans, monitor team progress, and ensure the successful delivery of agency projects and IT operations.
Proactively planning for system upgrades, migrations, and managing technical debt will be essential. Additionally, the Database and Analytics Manager will actively participate in the Office of Information Services (OIS) management team's planning and leadership activities. The position will work closely and report to the IT Strategic Operations Manager and will work in close collaboration with the OIS Application Development Team to support ongoing development projects and operational work.
Minimum Qualifications Considerable experience in database administration, maintenance, and integration, systems analysis, and design; project management; business process improvement; and team building and leadership.
In addition to technical team leadership, coordination and management skills, the Database and Analytics Manager should possess strong technical acumen. Key essential technical skills for this role include:
1. Database Proficiency:
o RDBMS Enterprise Databases: A solid understanding of SQL Server and/or Oracle is crucial. This includes knowledge of data modeling, query optimization, and database administration.
o Data Warehousing: Familiarity with data warehousing concepts and practices is essential. Understanding how to design and manage data warehouses efficiently.
2. Data Integration:
o ETL (Extract, Transform, Load): Proficiency in ETL processes and tools is necessary for managing data flow across various systems. Experience and proficiency with SSIS and/or Node.
o API Integration: Knowledge of integrating data via APIs is important. This includes understanding RESTful APIs, SOAP services, and other integration methods.
3. Programming and Scripting:
o SQL (PSQL/TSQL) proficiency is required.
4. GIS & Analytics:
o Familiarity with Esri's GIS Enterprise and ArcGIS Online stack.
5. Server Administration:
o Experience administering Linux and/or Windows Servers in an enterprise environment.
6. Data Governance and Compliance:
o Understanding data privacy laws, DEQ/state agency regulatory requirements, and ensuring compliance within the organization is critical. Experience managing data within Virginia State agencies is beneficial.
o Working understanding of IT security requirements under VITA ITRM Standard SEC530.
7. Project Management / Agile Proficiency
o Experience in managing and executing technical projects.
Additional Considerations Knowledge and/or Certification in Oracle Cloud Infrastructure.
Oracle Integration Cloud proficiency is highly beneficial.
Python: Proficiency in Python is highly beneficial.
R: Familiarity with statistical programming languages like R is beneficial.
Familiarity with Tableau Server and Tableau Cloud offerings is beneficial.
Familiarity with Posit Connect Server is beneficial.
Agile methodology proficiency is highly beneficial.
CSM, PMO, or other relevant project management experience is highly beneficial.
