NATO Instructional Design and Curriculum Developer Worldwide Counter Threat Solutions (WCTS), an award-winning contracting firm, is recruiting for highly qualified ISD and Curriculum Developers to support the development of critical products in alignment with NATO's strategic objectives. The successful candidate will play a key role in ensuring that NATO's forces, structures, and capabilities remain optimized to deter aggression and defend the region.
This position is contingent upon contract award. Location: HQ SACT, Norfolk, VA
Work Hours: 40 Hours - Full Time
Period of Performance: August 1st 2024 - This is a 1-year contract with 4 option years
Travel: Must be able to travel to CONUS and OCONUS locations

Overview or Scope: The NATO ISD and Curriculum Developers will support the development of products through evidence gathering, developing a change strategy, communicating its value, implementation, and long-term monitoring. There will be a need for specialists of a wide range of skill levels to accommodate needs from executive and flag-level leadership to junior supporting roles. All roles will require an expert understanding of effective teaching methods, curriculum development, and research skills. The candidates must be proficient in organizing and utilizing various techniques, including storyboarding, table-top exercises, workshops, and prototyping for effectively sharing knowledge. Applicants shall possess logical thinking abilities, strong interpersonal and analytical skills, and an understanding of organizational dynamics and the complexities of international organizations and cultures.
Responsibilities include but are not limited to: - Designing learning curricula and training curricula
- Developing learning and training for international audiences, and civilian/military blends, or other closely related tasks.
- Collaborate with Subject Matter Experts (SMEs) and key stakeholders across NATO to conduct a comprehensive needs analysis. When necessary, conduct Training Needs Analysis (TNA) to pinpoint learning gaps and requirements.
- Define clear and measurable learning objectives based on the identified needs, ensuring alignment with the course's overall goals.
- Design a comprehensive course structure, including the layout of modules, lessons, and assessments, ensuring a logical flow of content.
- Gather material from SMEs and transform it into eLearning module creation using a standard storyboard format or adopt a rapid development strategy.
- Select and implement diverse instructional strategies that cater to various learning styles, ensuring an engaging and effective learning experience.
- Design and implement pre-assessments, formative assessments, and summative assessments to gauge learner progress and the effectiveness of the course.
- Establish a robust feedback mechanism. Use the collected feedback for the continuous refinement and improvement of course content and delivery methods.
- Engage directly with clients, SMEs, and other team members, ensuring timely communication and adherence to project timelines and deliverables.
- Offer Instructional System Design (ISD) assistance and ensure quality. Ensure all course deliverables comply with NATO's standards and requirements.
- Facilitate training sessions ISD within the NATO course.
- Implement a comprehensive evaluation process to measure the course's overall impact and effectiveness.
- Engage with client. Participate in strategy sessions, conferences, and workshops as mandated by the Section Head of Learning Technology. Monitor, document, and discuss course development milestones with stakeholders and the team to ensure alignment with objectives.
Requirements: - Active NATO Secret Clearance
- A college degree in Instructional Design, Curriculum Development, Instructional Technology, Learning Sciences, or a related field.
- Ability to maintain a hybrid work model with the main location in Norfolk, VA.
- Evidence of Organizational Development and Business Change knowledge and application within intergovernmental organizations, the public sector, and the private sector.
- Evidence of a broad knowledge of Defense, or intergovernmental organizations, or similar sectors.
- Ability to conduct comprehensive cultural analyses, using both quantitative and qualitative methods.
- Excellent oral and written communication skills to create an effective learning environment.
- Must possess an active passport and driver's license.
Desired: - Previous experience with NATO or defense organizations.
- Previous experience with other intergovernmental organizations.
- Relevant certifications to instructional design including, but not limited to:
- PMP Certification
- Certificates in eLearning or Curriculum Development
- Instructional System Design Training Program Certification
