Title: Project Manager
Term: 12 Months (With the possibility of extension)

Summary:
· The client is looking for an experienced Project Manager to lead the implementation of a new voucher management system. In addition, the IT Project Manager will coordinate internal stakeholders including) that manage the voucher programs. The IT Project Manager will lead the following project phases: development/implementation, testing, change management, pilot, and launch of the solution. The Project Manager will have a matrixed reporting structure with primary direction from IT and “dotted line” direction from program leadership.
The Project Manager is responsible for:
Planning
· Plan and manage IT projects by identifying tasks, resource delivery timelines, risks, and success metrics.
· Manage program scope, schedule, budget, and resources to successfully fulfill business and technical requirements with high customer satisfaction.
· Report on technical issues and help develop and deliver guidelines for IT process improvement.
· Work with the product owner to understand the backlog, participate in daily scrum, work to remove obstacles, and participate in sprint reviews.
· Review projects and milestone dates with senior leaders.
· Follow the Project Management Office (PMO) methodology and the use of PMI best practices; ensure the delivery of a product that meets user requirements.
· Create and maintain relevant project artifacts such as project charter/scope, project plans, backlog list, stories, and status reports. RAID log and operational checklists.
· Provide presentations as necessary to stakeholders, agency staff, and management.
· Assist with procurement necessary to acquire goods and services to facilitate the project.
· Lead and manage project status meetings with vendors other stakeholders and project teams regularly
· Work to ensure solutions are consistent with technical standards and guidance
Qualifications:
· At least five years of experience in managing medium/large-scale IT projects ($2 million+ in size). Public sector experience preferred
· Hands-on experience in project resource planning, reporting, prioritization, and budgeting
· Strong analytical, problem-solving, and communication skills
· Ability to work collaboratively in a cross-functional team environment
· Excellent verbal and written communication skills with project teams and business teams
· Team-oriented attitude and the proven ability to collaborate at all levels of an organization
Desired Skills/Experience:
· Experience working on projects in the affordable housing sector or other public benefit programs
· Training, Certificate, or Direct Experience with Change Management
· Relevant IT/Project Management certifications (e.g., Lean, PMP, CSM, PMI-ACP, SAFe)
· Familiarity with a variety of software development methodologies such as agile, and waterfall, and a strong understanding of the suitability of these methodologies for certain development environments and types of applications
· Experience with advanced Microsoft Office, pivot tables, charts, Visio, data analytics, and JIRA or other project management tools.
· Experience with SQL a plus
