Role Overview:
This position coordinates procurement operations between branch offices, central office, and departmental division. This position will be responsible for developing bid packages for the solicitation and purchase of commodity and/or service within the Agency's delegation authority as established by IDOA, Board of Accounts, and Auditor of the State. This position also serves as the liaison for procurement operations with IDOA.
Salary Statement:
The salary for this position traditionally starts at $53,222.00.
A Day in the Life:
* Develop solicitations.
* Review purchasing requests, assess fulfillment options, and develop specifications.
* Review and evaluate vendor proposals and offers.
* Review, administer, and approve procurement purchases within delegated authority.
* Interpret and clarify the principles, practices and procedures applicable to BMV procurement to vendors, field procurement agents, and other parties.
* Research and review evidence submitted with award protests and allegations.
* Prepare correspondence and supporting documentation for the resulting determinations for review and signature by the Director of Procurement.
* Research and review evidence submitted with contract administration and vendor performance issues.
* Provide quality customer service to both internal and external customers.
What You'll Need for Success:
* Obtain/Hold Delegation of Purchasing Authority Program (DPAP) certification.
* Must have strong organization skills, ability to prioritize, multi-task on projects. Must be adaptable to change projects as the need arises.
* Must have strong business writing skills.
* Must have experience in negotiation, problem solving, and conflict resolution.
* Must be accomplished in written and verbal presentation preparation and delivery.
* Must have strong interpersonal, oral, and written communication skills.
* Must have leadership, presentation, teamwork, and quantitative skills.
* Must have strong organizational skills and proven ability to prioritize tasks.
* Must exhibit a strong attention to detail.
* Must be proficient in Microsoft Office, particularly in Excel, Word, and Outlook.
* An undergraduate degree is required; Four years of work experience in procurement administration may be substituted for the undergraduate degree.
Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
