Doorways is an Arlington-based non-profit agency helping individuals and families create pathways out of homelessness, domestic violence and sexual assault leading to safe, stable, and empowered lives. Doorways began in 1978 when a group of concerned community members saw there was no safe place in Arlington for families in crisis. What began then with one shelter and one response has grown into a series of pathways individually tailored for adults, youth, and children seeking safety and shelter. From immediate crisis intervention to counseling, housing, and employment support, we offer real options and multiple pathways for people of all ages and genders—women, men, youth, and LGBTQIA+ people. 

Program Summary:

The Doorways’ Safehouse Program is comprised of multiple services that are designed to support survivors, from crisis to ongoing support and stability in the community. Through our Safehouse Program, we provide a spectrum of trauma informed, survivor-centered, lifesaving, supportive and educational services to help survivors of all ages learn about their options, increase their safety, and live a life free of violence. These wraparound services enable individuals and families to obtain safety, stability, and self-sufficiency so that they can progress to the next phase of their life. 

The Safehouse Program operates the only domestic violence shelter in Arlington County. The shelter is comprised of a congregate facility, a safe kennel, and a series of safe apartments (non-congregate), in confidential locations throughout the community, providing a safe, temporary home to those who are escaping imminent danger and wraparound services to adults and children, including safety planning, housing-based case management, emotional support, referrals to other programs in the community, and other needs specifically identified by each household.  

In our Safehouse Program, all are welcome, including women, men, and those who identify as LGBTQIA+.  

Position Summary:

The Program Manager, Safehouse manages the 24/7 operations of the Safehouse Shelter and Safe Apartments. The Program Manager works out of the Safehouse facility and oversees daily operations and client-related services of both congregate and non-congregate sites, assisting and working alongside staff on site. The Program Manager works closely with the Community-Based Services Program Manager to ensure smooth operations of the 24/7 Domestic and Sexual Abuse Hotline that is answered by Safehouse staff overnight, weekends and occasional daytime hours. The Safehouse Program Manager is an integral member of the Doorways Joint Senior Leadership and Client Services team and will promote an inclusive, trauma-informed, client-centered program that provides excellent quality of care and complies with the highest local and State Accreditation requirements, alongside the Senior Director of Residential and Housing Services and Senior Director of Community-Based Services. The position is full-time and requires a flexible schedule, on-call availability, including evenings, weekends, and holidays in conjunction with other staff.  This position reports to the Senior Director of Residential and Housing Services.

Essential Duties and Responsibilities: 

Programmatic and Service Delivery Leadership Duties   

  • Provide oversight of the 24/7 operations of the Safehouse Shelter, Safe Apartments and Kennel services, ensuring all services provided are client-centered, trauma-informed, respectful, compassionate and in accordance with agency protocols and industry best practices.   
  • Provide supervision and guide client services and referrals based on Doorways trauma-informed service delivery model.  Ensure all clients have access to safety planning and advocacy, case management, housing-first options, and that clinical interventions and wraparound services are delivered when necessary and appropriate.     
  • Ensure Safehouse program documentation, maintenance of client files, and data entry adheres to all agency and funder requirements, including VAWA compliance, is done in a timely manner, and displays integrity. Conduct periodic quality assurance reviews and develop corrective action plans as needed.  
  • Collaborate with agency leadership and the operations team to ensure all facilities including Safehouse, Safe Apartments, and Safe Kennel provide a safe and welcoming environment for program participants. 

Personnel Duties  

  • In partnership with Human Resources staff, participate in staff recruitment, hiring, training, and orientation for program staff in accordance with agency policies and protocols.  
  • Provide consistent reflective supervision to the Safehouse Senior Home Coordinator and Case Managers and ensure regular supervision is provided to the Home Coordinator team. 
  • Coach, support, and conduct performance reviews for program staff per Doorways’ personnel policies.  Provide feedback to the program leadership team about the performance of volunteers and offer support in areas of growth and learning.   
  • Support care managers and other shelter staff in the coordination of client care meetings and promote collaboration among programs as it relates to client services.  
  • Provide support to onboarding and orientation efforts for new Safehouse staff, as well as support collaboration efforts among programs.  
  • In partnership with other leadership staff, provide training to all agency staff and volunteers regarding domestic and sexual violence, crisis intervention, safety planning, and standard operating procedures of Safehouse Programs in accordance with agency policies and procedures.   
  • In partnership with other leadership staff, support housing first practices for domestic violence survivors across all programs.

Management Responsibilities

  • Comply and implement established agency policies and procedures, along with new initiatives and best practices in the industry.  
  • Work with the Senior Program Directors, Chief Program Officer, and the Director of Grants Administration to provide quality assurance for program data, analysis of data and emerging trends, and ongoing data collection training for staff. 
  • Along with the Senior Program Directors and Chief Program Officer, complete quarterly, mid-year, and annual reports in an accurate and timely manner for funders. 
  • Work in partnership with the Senior leadership and colleagues to ensure optimal client care, facilities, and overall delivery of Doorways mission and strategic goals.  
  • Participate in the Arlington County Coordinated Community Response to Domestic and Sexual Violence, Project PEACE, representing the needs of Doorway’s clients and programs as well as Arlington Continuum of Care, representing the needs of Doorways clients and programs in the homeless and housing system.   
  • In collaboration with Doorways leadership participate and actively represent Doorways clients and mission in social safety net local and regional coalitions as well as supporting the agency advancement and fundraising events, communications, and advocacy efforts, by sharing program services and clients’ journeys following ethical storytelling.  

Agency Responsibilities :

  • Demonstrate alignment with Doorways’ core values and mission. 
  • Facilitate and attend trainings and meetings, as required. 
  • Represent the Safehouse Program at various community initiatives and events as requested. 
  • Maintain current industry knowledge and best practices. 
  • Current CPR/First Aid certification.  
  • Completion of CPS background check. 
  • Flexibility and availability to participate in the agency on call rotation. 
  • Adhere to agency policies and procedures. 
  • Other duties as assigned. 

Knowledge and Skills Needed:

  • Bachelor’s degree in human services field required; Master’s degree preferred.  
  • 5-7 years of direct experience working with clients in the human services field. 
  • 3 years of supervision experience strongly desired.
  • Demonstrated knowledge of Intimate Partner Violence, gender-based violence, domestic violence, and/or sexual assault, and homelessness.  
  • Excellent time management skills and ability to coordinate complex activities, meet deadlines, and use sound judgment in addressing conflicting demands, utilizing resources, and managing priorities. 
  • Must demonstrate an acceptance and respect for cultural diversity in all its forms, including race, ethnicity, sexual orientation, abilities, and religious backgrounds and an ability to work collaboratively in an ethnically, linguistically, and culturally diverse environment. 
  • Demonstrated ability to cultivate and maintain a positive team environment.  Coach, support, and lead in a crisis-driven, fast-paced environment of staff and volunteers. 
  • Fluency in Spanish or another language commonly spoken among program clients preferred.  
  • Effective communicator, with excellent written and verbal communication skills, and ability to speak to an audience. 
  • Flexible and a self-starter, with demonstrated ability to exercise independent judgment, mitigate risk, and make sound decisions.  
  • Excellent people skills with experience collaborating in a multi-disciplinary, diverse, and dynamic team. 
  • Proficiency in Microsoft Suite, navigating technologies such as electronic database and case management systems (e.g., VADATA, ETO), email and internet platforms.  

Compensation:

  • $70,000-75,000 commensurate with experience.
